“一带一路”沿线国家行业汉语人才核心素养构建框架研究

摘要:

“一带一路”倡议作为中国与152个国家和32个国际组织的区域合作平台,在共同打造政治互信、经济融合、文化包容的利益共同体、命运共同体和责任共同体过程中,对人才的需求呈现出多领域、跨学科、国际化的显著特征。本文基于“一带一路”沿线国家行业人才需求现状,充分借鉴国际组织与世界各国“核心素养”的框架理念,采用德尔菲专家咨询法和AHP层次分析法构建“一带一路”沿线国家行业汉语人才“语言素养、文化素养、行业素养、国际素养、数智素养”五位一体的核心素养框架指标。旨在提高“中文+职业”教育国际化水平,进一步促进和推动“一带一路”沿线国家行业汉语人才培养高质量发展。

Abstract:

The Belt and Road Initiative serves as a regional cooperation platform between China with 152 countries and 32 international organizations. In the process of jointly building a community of shared interests, a community of common destiny, and a community of shared responsibilities characterized by political mutual trust, economic integration, and cultural inclusiveness, the demand for talents in this initiative exhibits distinctive features of being multidiscipline, interdisciplinary, and international. Based on the current situation of the demand for talents of different industries in the countries along the Belt and Road, this paper fully draws on the framework concepts of “key competencies” of international organizations and various countries, and adopts the Delphi expert consultation method and AHP hierarchical analysis method to construct a five-element framework of key competencies for talents of Chinese for specific industries in the countries along the Belt and Road. The five elements are language proficiency, cultural proficiency, industry proficiency, international proficiency, and digital-scientific proficiency. The aim is to enhance the internationalization level of “ Chinese + Vocational” education, further promote and drive the high-quality development of Chinese language talent cultivation for specific industries in the countries along the Belt and Road.
